From the Saffron City Pokémon Center, start by going North on the path directly left of you.
Continue walking North, passing by the gate connector to your left.
Eventually, you’ll see the purple door to a house you want to enter. It’ll be the last right turn you can make on this path.
Inside this house you’ll see the Dumbass Kid standing next to all three Mudkip evolutions. Speak with him.
He’ll ask you if you like Mudkips. You want to answer with “No” twice to initiate a battle with him.
After defeating him, the Dumbass Kid will give you the TM for Earthquake.
